The Law Amending the Transfer of Immoveable Property Restriction
Law
(The State Peace and Development Council Law No. 1/2005)
The 4th Waxing Day of Pyatho 1366 ME
(13th January, 2005)
The State Peace and Development Council hereby enacts the
following Law:-
1. This Law shall be called the Law Amending the Transfer of
Immoveable Property Restriction Law.
2. The expression “Executive Committee of the Township People’s
Council” contained in section 8 and section 9 of the Transfer of
Immoveable Property Restriction Law shall be substituted by the
expression “Township Registration Committee”.
3. Section 10 of the Transfer of Immoveable Property Restriction
Law shall be substituted as follows:-
“10. The relevant Township Registration Committee shall
investigate in accordance with the procedures as to whether or not
there is failure to register the immoveable property under section
8 or section 9, whether or not there is correctness in
registration and whether or not there is concealment and submit
its findings to the District Administrative Officer.”
4. Section 13 of the Transfer of Immoveable Property Restriction
Law shall be substituted as follows:-
“13. If any person who is responsible for registering immoveable
property under section 8 or section 9 fails to register or
wilfully makes false statement in registration or makes
concealment, he shall, on conviction be punished with imprisonment
for a minimum term of one year to a maximum term of three years,
and the immoveable property involved in the offence shall also be
confiscated.”

YANGON, 13 Jan— The following is a message of felicitations from
Bro Colonel Muammar Al-Gadafi, Leader of the Great Al-Fateh
Revolution Great Socialist People’s Libyan Arab Jamahiriya, to
Senior General Than Shwe, Chairman of the State Peace and
Development Council, on the occasion of the 57th Anniversary
Independence Day of the Union of Myanmar.
On the occasion of the Independent Day of the Union of Myanmar, it
gives me a great pleasure to convey to Your Excellency on my
personal behalf and on behalf of the people of the Great Socialist

UN Secretary-General sends felicitations to
Senior General Than Shwe
YANGON, 13 Jan— The following is a message of felicitations from
Kofi Annan, Secretary-General of the United Nations, to Senior
General Than Shwe, Chairman of the State Peace and Development
Council, on the occasion of the 57th Anniversary Independence Day
of the Union of Myanmar.
It gives me great pleasure to extend to you and to the government
and people of Myanmar my warmest congratulations on the occasion
of the Independence Day.
This is a crucial year in the life of our United Nations, a year
in which we mark the 60th Anniversary of the organization and
conduct a five-year review of the Millennium Declaration adopted
in 2000 by all the world’s countries as a blueprint for building a
better world in the 21st century. I hope that member states will
respond to the occasion with vision, goodwill and courage, and be
ready to take far-reaching measures to adapt and renew the United
Nations.
Change and Renewal are of course constant processes in any living
institution. But I see this year as more that I see as a rare
opportunity to come up with collective answer to threats that have
come so starkly into focus over the past few years, such as global
terrorism and the proliferation of weapons of mass destruction,
and the enduring global challenges of poverty, hunger and disease.
As we pursue our shared mission, it is heartening to know that the
United Nations can count on the continued leadership, commitment
and support of Myanmar.
Please accept, Your Excellency, the assurances of my highest
consideration.

Three Energy Ministers visit drilling vessel
YANGON, 13 Jan — Minister for Energy Brig-Gen Lun Thi together
with Bangladeshi State Minister for Energy and Mineral Resources
Mr AKM Mosharraf Hossain and Indian Minister for Oil and Natural
Gas Mr Mani Shankar Aiyar this afternoon went on board the
drilling vessel Frontier Duchess which will carry out drilling
carry out at Well Shwe-3 of Oil Exploitation Block A-1 at Rakhine
Offshore.
Managing Director Dr Su Yeong Yang of Daewoo International
Corporation E&P Myanmar briefed the ministers on progress of
drilling the wells Shwe-1 and Shwe-2 and work to be done for well
Shwe-3 and others. The minister viewed round functions of the
vessel.
The Frontier Duchess will drill 10,821 feet in well Shwe-3 and the
drilling, and seismic tasks will be carried out within 53 days.
As Test Well Shwe-1 was drilled at the block of Rakhine Offshore
beginning January 2004, a total of 32 million cubic feet of
natural gas per day could be pumped out from the well.
According to the seismic data, it is estimated that from 4 to 6
trillion cubic feet of natural gas can be produced from the Shwe
area. Similarly, the plan is under way to drill about eight wells
in Shwephyu and Ngwe areas of Block A-1 during this open season.
It is expected to produce natural gas on a commercial scale with
bright prospects.

UDNR students to visit Yangon
YANGON, 12 Jan — Officials held a meeting at Pyithu Hluttaw here
yesterday to make arrangements for the Yangon visit of the
students of the four-year BEd course No 36 of the University for
Development of National Races.
Speaking at the meeting, Chairman of Yangon Division Peace and
Development Council Commander of Yangon Command Maj-Gen Myint Swe
said that the UDNR is an institution that helps strengthen the
national unity. The participants approved the minutes of the
previous meeting of the Management Committee for the Study Tour
Programme held on 22 December. Members of the committee presented
the accomplishments of the body, followed by a general round of
discussions.
Maj-Gen Myint Swe, the chairman of the committee, made
arrangements for the study tour. The committee was formed with
senior military officers and heads of department.
