  1. Attitude, objectives and functions of USDA are now popular among the youths and people as it has given priority to interests of the people

    YANGON, 10 Nov—The Annual General Meeting (2005) of the Union Solidarity and Development Association continued for the second day at Pyidaungsu Hall of the Central Training School of USDA in Hmawby Township on 5 November.

    Present on the occasion were Member of the Central Panel of Patrons of USDA Prime Minister General Soe Win, Secretary-General U Htay Oo, Joint-Secretary-General U Zaw Min, secretariat members, CEC members, secretaries of state/division USDAs, and delegates from state, division, district and township USDAs.

    Executive of Mawlamyine District USDA in Mon State Daw Thin Thin Mon acted as MC and Executive of Mongyan Township USDA in Shan State (East) Daw Nan Shane Phaung as co-MC.

    The Prime Minister delivered an address, saying that the Association formed with new generation youths, who will shoulder the national duty of building a peaceful, modern and developed nation, has turned 12 years.

    During the period, the USDA, a national force, under the leadership of the government has been upholding Our Three Main National Causes and putting enthusiastic efforts into the tasks for restoration of peace, stability and national development in conformity to the political, economic and social objectives.

    The attitude, objectives and functions of the Association are now popular among the youths and people as it has given the priority to the interests of the people, while accelerating implementation of management, organizing, economic and training programmes. Gaining the interest of the people, its membership has touched more than 22.8 million.

    Measures are being taken constantly for nurturing the members to promote their mental and physical qualifications.

    In this year, at central level, Myanmar Affairs and International Studies Course has conducted three times, Public Relations and Information Management Course three times, Diploma Course on Leadership Course one time, and Basic Journalism Course two times and over 1,400 members have completed respective courses. At state and division level, more than 4 million members have completed basic organizing course, course on study of Myanmar development, management course, course on national culture and morality, vocational training course, efficiency course, three ‘Rs’ course, and music course.

    The courses have uplifted qualifications and morale that a good citizen ought to possess, and enhanced correct conviction and conception and ideas along with technological and vocational skills of the members. They are nurtured theoretically and practically.

    The nation has to be transformed into a modern and developed one through combined application of mental and physical skills. Only when mental and physical skills of the members are harmonious, will the nation develop with speed.

    Since the birth of the Association, annual general meetings have laid down future tasks yearly to which the associations at all levels have to see.

    The delegates from respective states and divisions reported in detail on progress in implementing future tasks adopted in the AGM (2004). He called on the delegates to hold discussions thoroughly to formulate future tasks for the next year in accord with the seven objectives.

    CEC members are supervising the tasks across the nation under the guidance of the patron to achieve success in organizing measures of associations at different levels, lift the conceptions and convictions of the members, and to successfully complete the future tasks adopted. The CEC members made field trips to the grassroots level for 283 times in the fourth three-month period in 2004, 246 times in the first three-month period in 2005, 258 times in the second three-month period, and 334 times in third three-month period. They also held cordial discussions with members and gave directives and instructions.

    The purpose of such a prudent drive is to enable the members to become reliable ones armed with strong conceptions, convictions and efficiency and to become good citizens who can make sacrifices for the interests of the State and the Association, and to reinforce the unity of the Association. The patron occasionally holds cordial discussions with the members to give guidance, and that depicts the goodwill and better future of the association.

    He exhorted the members to do their utmost in the interests of the State and the people, while understanding the reliance of the State on the Association.

    The government, the people and the Tatmadaw are to make efforts in concert to be able to accomplish the political, economic and social objectives, while upholding Our Three Main National Causes for the emergence of a peaceful and modern nation.

    The government has been making endeavours unremittingly for ensuring strong national economy, raising the living standard of the people, and development of human resources.

    In the process, the government has to carry out development tasks mobilizing the strength of the national forces. With the correct conception that the national development is the bounden duty of each and every citizen, national forces can be mobilized all the more.

    As the saying ‘The strength of a nation lies at home’, the entire national people are sole national force. Each and every national has therefore to play an active role in the drive for national unity, peace and tranquillity, and development.

    Now, foundations on national solidarity and economic and social foundations have been completed due to the collaborated efforts of the government, the people and the Tatmadaw for stability, peace, strong national economy, and development of human resources. Being on the track to development the government is putting into motion the State’s seven-point Road Map for the emergence of a peaceful, modern and developed democratic nation with flourishing discipline. In this regard, all the members are to lend themselves to the drive for successful implementation of the Road Map in cooperation with the national people.

    As regards nation building tasks, development of urban and rural areas as well as plains and border areas are being brought about in accordance with plans. Five rural development tasks namely supply of clean water for domestic use sufficiently; supply of cultivation water; ensuring better transportation; promotion of rural education; promotion of rural health care services; and promotion of rural socio-economic lives are being carried out with might and main. As a result, remarkable progress is being achieved in this drive. Together with the five rural development tasks, efforts are also being made for supply of electricity to rural areas. Rural libraries are also opened extensively. So far, 2,581 rural electricity supply projects have been implemented. Rural libraries have been opened in 35,678 villages.

    Emphasis is put on agricultural development in order to promote socio-economic lives of farmers and ensuring sufficient food for next generation. Myanmar’s cultivated acreage before independence was almost 12 million acres. Even in 1988 the cultivated acreage remained at 11.8 million acres with the cultivation of monsoon paddy only. Nowadays, sown acreage increased to over 16 million acres due to the increase in the number of new dams, reservoirs and river-water pumping stations. Summer paddy cultivation is also extended. The paddy output in 1988 was 653 million baskets and the number increased to 1185 million baskets last year.

    The USDA members are to participate in rural development activities with genuine goodwill while carrying out organizational duty in rural areas. By serving the interests of the people and living with the people in oneness, the USDA members will win the affection and support of the public. The organizational campaign without serving the interest of the people will never be practical or successful. Success and organizational capability is interrelated.

    Union Spirit is required for unity, peace and stability and development endeavours. All national people must keep Union Spirit alive and dynamic. They must have concept that they are citizens of the Union of Myanmar no matter where they are residing or which race they are belonging to. Such attitude is the Union Spirit. Keeping Union Spirit firmly wherever he or she lives is the true patriotism which should always be safeguarded by all national people. The Union Spirit is the source of Our Three Main National Causes. Everybody must know the value of the Union, the value of the sovereignty, the value of independence and the value of Union Spirit based in true patriotism. With the Union Spirit as a base, one can safeguard and uphold Our Three Main National Causes.

    Since the formation, the USDA has held nation building occasions as mass movements. Mass rallies were held in January 1994 in 77 locations all over the country to support the National Convention. The USDA has held rallies to support nation building endeavours, rallies to denounce destructive elements, plenary meetings for implementing community welfare activities, mass rallies to expose people’s desire, mass rallies to denounce terrorism and destructionists, 21st Century Bagan Mass Rally, mass rally to support national development and rural development programmes, mass rally to honour and support Panglon development programmes, mass rallies to denounce insurgent destructionists, rallies to support such occasions and to honour the national sovereignty, mass rallies to support seven-step Road Map and work coordination meetings for implementation of national objectives.

    The USDA exists together with the nation in oneness, partakes in national development programmes, upholds and safeguards the national sovereignty and stands steadfastly in line with the People Desires for crushing internal and external destructive elements. It shows that USDA is participating unitedly in the noble nation building programme for ensuring success of seven-step Road Map and building up the nation into a peaceful, modern, developed and discipline-flourishing democratic nation.

    Some opposition groups which do not want to see the stability in the country and some external forces which do not want to see stability in the region are launching destructive works constantly to isolate Myanmar, to impose economic sanctions against Myanmar, to cut off social aids and to demand UN to act in Myanmar. Thus the USDA has been launching mass movements in safeguarding the nation exposing the strength of the people.

    A significant accomplishment of USDA is the arrangement for youths to exchange visits and experience in summer.

    Thirty-four members each of state/division USDAs were selected and two of them visited other states and divisions. They met with local USDA members and exchanged views and their visits also resulted in enhancing friendship, unity and cooperation among the members.

    USDA youth get-together was held at Bagan Archaeological Region and youths of the USDA reported on the developments of the State and protection against the danger posed by the destructionists. Youths of USDA also pledged at the get-together to carry out the five tasks laid down at the get-together.

    In conclusion, Prime Minister General Soe Win urged delegates of USDA to participate in implementing the seven-point Road Map of the State with the Union Spirit; to report on implementation of the tasks of the USDA in states and divisions in a year; to actively participate in group discussions about guarding against the danger posed by the destructive elements and to discuss the future tasks of USDA to be laid down at the general meeting. Next, member of the panel of patron of USDA (Central) Prime Minister General Soe Win cordially greeted the delegates to Annual General Meeting (2005).

    Sector-wise meeting then took place at designated places in USDA Central Training School.

    The meeting of organizational sector group-1 was held at Bayintnaung hall. USDA Secretariat Member U Thaung presided over the meeting together with the panel of the chairmen CEC member U Thein Nyunt, U Thein Aung, Thura U Aye Myint and U Phone Swe. Daw Myat Su Mon, reserved executive of Dimawhso Township USDA, Kayah State, acted as master of ceremonies and Aungmyay-thazan Township USDA member, Mandalay Division, Daw Khin La Pyae, co-master of ceremonies. USDA Secretariat Member U Thaung made a speech. One delegate was assigned the duty to submit the report on findings in the organizational sector at the third-day session of the AGM and the meeting ended.

    The meeting of management sector group-2 took place at Ahnawrahta Hall. Joint Secretary-General of USDA U Zaw Min presided over the meeting together with the panel of the chairmen CEC member U Thein Swe, Thura U Aung Ko and U Nyan Htun Aung. Executive of Mawlamyaing District USDA, Mon State, Daw Thin Thin Mon acted as master of ceremonies and member of Monywa Township USDA, Sagaing Division, Daw May Thu Hein, co-master of ceremonies. Joint Secretary-General of USDA U Zaw Min made a speech.

    The sector-wise discussions were held.

    Executive U Kyon Beiks of Chin State USDA, Secretary U Chit Ngwe of Homalin Township USDA, Executive U Nyi Naing of Taninthayi Township USDA, Secretary U Myo of Pyay Township USDA, Joint-Secretary U Htay Aung of Ottwin Township USDA, Executive U Nyunt Win of Magway Township USDA, Executive Daw Kyu Kyu Maw of Thazi Township USDA, Executive U Nyunt Hlaing of Chaungzon Township USDA, Executive U San Aye Kyaw of Kyauktaw Township USDA, and Executive Daw Win Ni Kyaw of North Okkalapa Township USDA submitted reports on management sector.

    One delegate was assigned the duty to discuss findings in the organizational sector at the third-day session of the annual general meeting. Meeting Chairman Joint Secretary-General U Zaw Min gave the concluding remarks.

    The Group No 3 for economic sector held its discussions at Myawady Hall. Secretariat Member U Aung Thaung presided over the meeting together with members of the panel of chairmen CEC member U Soe Tha, U Ohn Myint and U Maung Maung Thein. Yangon West District USDA Executive Daw Ei Ei Hlaing and Metmang Township USDA Executive Daw Nar Bo acted as MC and co-MC. Meeting Chairman Secretariat Member U Aung Thaung delivered an address. Next, participants of the discussions assigned the duty to one delegate who will submit findings in the economic sector at the third-day session of the AGM.

    Afterwards, CEC members U Maung Maung Thein and U Ohn Myint gave instructions on the economic sector. The discussions concluded with the remarks by the meeting chairman.

    The Group No 4 held the discussions of social and cultural sector at Innwa Hall. Secretariat Member U Tin Htut presided over the discussions together with members of the panel of patrons U Tin Naing Thein, Dr Chan Nyein and U Maung Pa. Executive Daw Naw Yin Yin Su of Kawkareik Township USDA acted as master of ceremonies together with co-master of ceremonies Executive Daw Thin Thin Si of Kyunsu Township USDA.

    Secretariat Member U Tin Htut delivered an address. A delegate was assigned the duty to report on findings in social and cultural sector. Later, the meeting chairman gave the concluding remarks.

    The discussions of the Group 5 on education sector was held at Tagaung Hall. Secretariat Member U Kyaw Hsan presided over the discussions together with CEC members U Thein Sein and U Than Htay.

    Executive Daw Nan Shen Phaung of Mongyan Township USDA and Secretary Daw Ohnma Moh Moh Zaw of Thegon Township USDA acted as MC and co-MC.

    Meeting Chairman Secretariat Member U Kyaw Hsan explained matters related to the discussions.     Next, a delegate was assigned the duty to submit findings in education sector at the third-day session of the meeting. Afterwards, the committee for compilation of the paper on education sector was formed. The meeting ended with the remarks by Secretariat Member U Kyaw Hsan.

    At Khittaya Hall, the Group 6 held its discussions on guarding against the danger posed by internal and external destructive elements through the united strength of the people.

    USDA Secretary-General U Htay Oo presided over the discussions together with members of the panel of patrons Secretariat Member U Thein Zaw, CEC members U Aung Min, Thura U Myint Maung and U Aung Thein Lin. Bago Township USDA Executive Daw Moe Moe Khaing and Rakhine State USDA Reserved Executive Daw Moe Zan acted as MCs.

    Secretary-General U Htay Oo explained matters concerning the discussions. Hopang Township USDA Secretary U Sai Kham, Tachileik District USDA Executive U Myint Win Hla, Mawlamyinegyun Township USDA Executive Daw Than Than Htay, Shwegu Township USDA Secretary U Aung Naing, Kayah State USDA Secretary U Kyaw Swe, Kayin State USDA Joint-Secretary U Saw Han Aye, Thantlang Township USDA Executive Daw Til Len Hson, Sagaing Division USDA Secretary U Htay Aung and Thayetchaung Township USDA Secretary U Khin Maung Htay took part in the discussions.

    In the afternoon session, Secretary-General U Htay Oo presided over the discussions together with CEC member U Aung Min and Thura U Myint Maung.

  3. Uninterrupted emergence of intellectuals and intelligentsia important need for national progress, prosperity

    YANGON, 10 Nov — Outstanding students of the 2004-2005 academic year and Olympic maths competitions were honoured this morning at Diamond Jubilee Hall here, with an address by Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen Thein Sein.

    In his address, the Secretary-1 said that government’s adherence to the tradition of honouring outstanding students and schools that are producing brilliant students reflects its special consideration for the aim of producing highly-qualified human resources from the education sector. A special requirement for a developing nation like Myanmar is to possess advanced human resources, a strength to build the nation and raise her dignity.

    The maintenance and progress of infrastructures and sound foundations and prospects is a generation-to-generation task. Thus, uninterrupted emergence of intellectuals and intelligentsia is an important need for progress and prosperity of the nation.

    Because of the growing global divide in technology, wealth and opportunities for progress, it is the demand of the era to give priority to producing brilliant human resources for the nation to catch up with the global changes and developments. The government has been laying down and implementing national education promotion plans and harmonizing the basic and higher education sectors to produce sons and daughters of the nation, brilliant in the respective fields. In the higher education sector are the programmes to produce academics in arts and science fields, engineers, architects, physicians and medical experts. Subject combination system has been introduced to the basic education sector to open greater opportunities for choosing academic fields in pursuing higher education. Changes have been made in the basic education to enhance the level of the higher education sector.

    The government has been holding education conferences, with the participation of teachers, academics and administrators, to practically carry out reforms in the basic and higher education sectors. Consequently, the government laid down and is implementing the special four-year national education promotion project and the 30-year national education promotion plans. The emergence of outstanding students is the result of the government’s systematic plans. At the ceremony, 49 students — 38 students of the science combination and 11 of the arts combination. Olympic maths competitions have been held from township level to state/division and central levels for tenth standard students for emergence of maths experts in the future. Ten students who won first to tenth positions in the central level competitions will be honoured at the ceremony.

    School heads and teachers of the schools with highest matriculation examination pass rate in states and divisions will be also honoured for their efforts to develop the education sector in cooperation with parents.

    Head of State Senior General Than Shwe has also given guidance to enhance the qualifications of teachers, develop the curricula and syllabus to meet the international level, effectively use the advanced teaching aids, enforce school discipline, and vitalize patriotism and Union Spirit of students. The government accepts that the successful fruits of the education sectors are the results of the efforts of teachers to develop human resources, with the combined strength of their experiences and goodwill in accord with the guidance.

    At present the government has been implementing multisectorial projects according to its lofty aims for national education promotion. As the education sector has been seeing successful results thanks to the cooperation of the people, efforts of students, and skill and goodwill of teachers, the entire education staff should strive to maintain and further develop the sector. Moreover, all the education staff, wellwishers, social organizations and parents and the people are urged to play their part in the successful implementation of the seven-point Road Map for emergence of a discipline-flourishing democratic state.
    In conclusion, the Secretary-1 urged teachers to strive with might and main for continuous emergence of highly-qualified human resources; outstanding students to make efforts to become intellectuals and intelligentsia on whom the nation can rely; and the education staff to join hands with parents and wellwishers to further improve the learning skills of students.

    Also present were ministers, the chairman of Civil Service Selection and Training Board, deputy ministers, MEC members, the director-general of SPDC Office and heads of departments, rectors, officials, and guests.

    The outstanding students ended the ceremony by presenting a song titled “Pyin-nya-ye-chun”.

  4. Lt-Gen Ye Myint inspects progress of Ayeyawady Bridge (Yadanabon) Project

    YANGON, 10 Nov — Member of the State Peace and Development Council Lt-Gen Ye Myint of the Ministry of Defence heard reports on progress in building Ayeyawady Bridge (Yadanabon) by officials of Public Works at the project sites on Sagaing and Mandalay banks on 9 November morning.

    Lt-Gen Ye Myint and party left Sagaing and inspected installation of iron frames at the bridge by boat.

    At Bamaw Monastery, Lt-Gen Ye Myint, together with Commander Maj-Gen Khin Zaw and officials, attended the Kathina robes offering ceremony.

    Pro-Rector of International Theravada Buddhist Missionary University Member of the State Central Working Committee of the Sangha Bamaw Monastery Sayadaw Agga Maha Pandita Bhaddanta Dr Kumarabhivamsa administered the Five Precepts. Lt-Gen Ye Myint donated Kathina robes and alms to the Sayadaw. Similarly, the commander and wife, the Mandalay Mayor and officials offered provisions to members of the Sangha. Sayadaw Bhaddanta Kumarabhivamsa delivered a sermon, followed by sharing of merits.

    Lt-Gen Ye Myint and wife Dr Daw Tin Lin Myint and local authorities together with wellwishers participated in the communal Kathina robes and alms offering ceremony.

  5. Officials leave for Thailand

    YANGON, 10 Nov— General Secretary of Myanmar Industrialists Association and also the general secretary of Myanmar Chemical Industry Association U Paw Hein and Joint General Secretary Dr Aung Win Maung left here for Bangkok, Thailand, yesterday to attend the 34th ASEAN Chemical Industrial Council Conference to be held from 9 to 10 November.
